INTEGRATION OF MIGRANTS: CONTRIBUTION OF LOCAL AND REGIONAL AUTHORITIES
The paper is intended to create the framework for implementing a proposed project, involving cooperation between local and regional actors in the area of integration policy at the local level. It analyses the meaning of the term ‘integration’ and locates it in the context of other concepts prominent in the discourse on immigrant integration. This paper, therefore, goes on to discuss several areas relevant to integration policy at the local level and how they relate to the analytical concept of integration; possible target groups for such policies are also named. The paper also analyses documents, statements and opinions published by key political actors at the European level regarding integration and the role that they assign to local authorities. It does not include an analysis of the integration policies, the migration history and the related paradigm for integration policies of European Member States.

Spaneas, S. (2014). Reflections on Designing an Inclusive Model for Migrants who live in Cyprus, in Themistokleous, S. (ed,) Mediterranean Migration Network: Discussion Papers 2014, Nicosia: CARDET ltd.
This paper attempts to illustrate an ideal social protection system in which settlement and integration of migrants in Cyprus can be actively achieved. It illustrated, for the case of Cyprus, of what has been achieved the last few years while at the same time it is argued that the same elements which shaped the native’s social inclusion systems also influence and improve the immigration policy. It is suggested that a different approach in correlation to the development of a flexible labour market and to the establishment of social integration policies may have positive results towards an active integration.
Social Services and Migration
The policy paper discusses the impact of migration to social services in Europe, and outlines some of the major obstacles migrants face in accessing their social rights. A number of recommendations are pointed at the EU and member states to improve migrants‟ access to social rights and to prevent situations of social exclusion and poverty of migrants.
The Mobility Challenge for Growth and Integration in Europe
Open and flexible labor markets foster growth, development and integration in Europe. The single European labor market is still a vision, however, whereas the core challenge is a lack of sufficient mobility. The presentation discusses the value of labor mobility for economic prosperity and its determinants. Labor migration and not welfare migration dominates reality and supports economic equality. It does not depress wages or take jobs away. Europe will face in the future a much higher level of circular and permanent migration
